ELMIRA, N.Y. — A 19-year-old Elmira man was arrested Wednesday on felony charges following an assault that sent one person to the hospital. Jacob S. Bulkley was charged with assault in the first degree and endangering the welfare of a child.

Police responded to a disturbance on Magee Street at 10:18 p.m. on Nov. 13, where they found a victim with multiple head wounds from being struck with a hammer. The victim was taken to Robert Packer Hospital with non-life-threatening injuries. Bulkley was located and arrested after a brief search.
