ELMIRA, N.Y. — A 39-year-old Elmira man was arrested Wednesday night on charges of arson after a suspected fire at a vacant home. David E. Hodder was charged with third-degree arson, a class C felony.

At around 11:40 p.m. on Nov. 13, Elmira Police responded to a structure fire on West First Street near College Avenue. Upon arrival, officers observed smoke coming from the home and found Hodder leaving the scene. A small fire inside the house was quickly extinguished by the Elmira Fire Department.
